Mark Taylor’s practice focuses on Chapter 11 reorganization and financial restructuring, including representation of debtors, Chapter 11 trustees, official committees, secured lenders and insurers.
Mr. Taylor has significant experience serving as a Chapter 11 trustee. He currently serves as the trustee for what formerly was the largest credit counseling agency in the United States. The agency had three hundred thousand consumer/creditors. Mr. Taylor marketed and negotiated the sale of the ongoing operation, working closing with federal and state regulators to protect the interests of consumers. Previously, he served as trustee over a bankruptcy estate that was the sole equity holder of a 1940 Act fixed income certificate company and subprime lender. He sold the equity and achieved a structured payout of one hundred cents on the dollar to unsecured note holders.
Mr. Taylor has significant health care bankruptcy and workout experience involving all types of public, private, and non-profit healthcare facilities, including skilled nursing facilities, assisted living facilities, continuing care retirement communities, acute care facilities, psychiatric hospitals, and medical practices. He has assisted clients in achieving a range of results, including restructurings, section 363 sales, out of court sales, and workouts.
Mr. Taylor recently represented a non-profit CCRC chapter 11 debtor in a section 363 sale. In a prior debtor representation, he reorganized a chain of twenty privately-held operating skilled nursing facilities and two parent companies in the western United States and liquidated four related operations and one related holding company. This representation resulted in a return of one hundred cents on the dollar, plus interest, to creditors. These representations, and other health care related representations, have required him to work closely with federal, state and local health care officials on payment, billing and quality of care issues.
Mr. Taylor was named a "Top Lawyer" by Washingtonian magazine in 2007 and again in 2010 and 2011 for his exemplary work in Bankruptcy Law. He was recognized in The Best Lawyers in America® for Bankruptcy and Creditor-Debtor Rights Law in 2013 and the five years immediately preceding. In 2012 and 2013, Mr. Taylor was named a Washington, D.C. "Super Lawyer" in the area of Bankruptcy & Creditor/Debtor Rights by SuperLawyers magazine. He is also listed in the 2013 and the four years immediately preceding editions of Chambers USA: America's Leading Lawyers for Business in the area of Bankruptcy/Restructuring. In 2012, Mr. Taylor was recommended by Legal 500 US in the area of Corporate Restructuring.
