John Loving brings more than 16 years of public policy and lobbying experience to Kilpatrick Townsend.
Mr. Loving’s experience provides him with the skills to assist his clients with addressing a wide range of issues, including health care, education, appropriations and federal funding, Tribal and Indian country issues, trade, tax, intellectual property, entertainment, media and new media matters.
Before joining the firm, Mr. Loving spent more than four years as the Director of Government Relations for the Sporting Goods Manufacturers Association (SGMA), where he served as chief liaison between the Association and Congressional leaders. Mr. Loving successfully spearheaded a number of high-profile initiatives in his role at SGMA. His work included securing federal grants for numerous health and wellness programs and securing appropriations funding for industry-based programs in the interior, agriculture, health, and education appropriations bills. He also lobbied for industry tax breaks and credits and tariff reductions.
Prior to working with SGMA, Mr. Loving spent several years in Congress working in the House and the Senate, most recently as a Legislative Assistant in the office of Senator Robert F. Bennett (R-UT). During his time with Senator Bennett, Mr. Loving handled health care issues including; Medicare and Medicaid issues, children’s health, health care technology, tribal health initiatives, and hospital and health clinic funding. He also handled trade, education, banking, and financial service issues while with the Senator. Earlier, Mr. Loving worked as a legislative aide in the office of Representative Jim Gibbons (R-NV), former Governor of Nevada. While a staffer in Mr. Gibbons’ office he worked on a variety of issues including health care and gaming policy. He also served a short stint with then Majority Leader, Representative Dick Armey (R-TX).
Prior to his work in Congress, Mr. Loving was a health care and education aide with the non-profit think tank the American Legislative Exchange Council (ALEC).
Throughout his career Mr. Loving has advised and worked with numerous political campaigns both on the national and local levels.
Has represented clients on matters in front of Congress, the Department of Interior and Bureau of Indian Affairs, the U.S. Department of Health and Human Services., the U. S Department of Agriculture and Rural Development, the Department of Homeland Security and the Department of Education.
Successfully implemented numerous strategies with clients to obtain federal funding through Congress as well as federal Departments and Agencies.
While at SGMA, secured more than $250 million in funding from Congress for SGMA's signature legislative program, the Physical Education for Progress program (PEP).
